A standard semi-automatic trigger fires one round per trigger pull. A binary trigger fires one round when the trigger is pulled (like a standard trigger) and one additional round when the trigger is released. Each trigger movement — pull or release — constitutes a separate semi-automatic firing event, which is why binary triggers are legal as semi-automatic devices federally and in most states. The shooter can cancel the release shot at any time by holding the trigger down, maintaining full control.
