I've worn this belt for the last years- it's survived 2 tours in Iraq. The D-ring/Carabiner attachment ring is sturdy, and in conjunction with the velcro, makes for an extremely positive hold around your waist for whatever you are hooking up to. While I would not advise this to be used as a replacement for a rapelling harness, it does make an excellent safety belt for such a harness, as it can be locked in with the harness via a carabiner. Also works well in helicopter situations, where there are no seats- you simply hook into the floor with the web leash and carabiner.
